That's not purely a technical problem. It's a confidence problem. In regulated environments, a failed AI deployment doesn't just cost money — it invites scrutiny, erodes public trust, and in healthcare specifically, can directly affect patient outcomes.
Understandably, the instinct is to wait. Assemble a governance committee; commission a framework review; and draft policies across every conceivable scenario. By the time an organization declares itself "ready," the landscape has shifted, and the window for impact has narrowed.
What makes this pattern so counterproductive is that there is no such thing as a complete governance answer developed on theory alone. Regulated organizations don't fail at AI because the technology isn't ready. They fail because the engagement model wasn't designed to earn trust incrementally — from regulators, from staff, and from the data itself. The iterative approach isn't slower. It's the path that actually reaches scale.
Budget conversations around governance typically frame it as a cost center: compliance spend, legal review, governance tooling.
